Do you qualify for the federal tax credit?
Official rules are published on the IRS website ↗, but boil down to the following:
You can't earn too much - You won't be able to claim any tax credit if your modified adjusted gross income (AGI) is more than $150K for single filers, $225K for heads of households, and $300K for married couples filing jointly. You can use your modified AGI from the year you take delivery of the vehicle or the year before, whichever is less.
But you need to earn enough for the full benefit - You can't get back more on the credit than you owe in taxes. For example, if you only owe $5,000 in federal taxes, but buy a vehicle with a credit of $7,500, you will only get $5,000 worth of benefit.
There's no "rollover" benefit - You can't apply any excess credit to future tax years.
Only for your vehicles, not to re-sell - The car must be for your own use, not resale, and primarily used in the US.
Only for vehicles under a price limit - The price limit is generally $55,000 for sedans and $80,000 for SUVs. The limit is based on the MSRP, excluding destination fee and software upgrades. The IRS says: "The MSRP is the base retail price suggested by the manufacturer, plus the retail price suggested by the manufacturer for each accessory or item of optional equipment physically attached to the vehicle at the time of delivery to the dealer. It does not include destination charges, the cost of optional items added by the dealer, or taxes and fees. In addition, manufacturer/dealer incentives and trade-ins do not affect MSRP."

1. How many people do you need to carry, including the driver?
Sounds good. Almost all the cars here can carry at least 5 adults.
To carry 6 you need a larger SUV with three rows, or a minivan. This is a pretty popular segment of vehicles, but surprisngly there aren't so many electric or plug-in vehicles like this yet.

2. Can you charge at home or work?
While everyone's driving needs vary, a rule of thumb is that a fully electric vehicle needs to charge for 8 hours every 2-3 days. If you can do this at home or work, having a fully electric vehicle is best. If not, plug-in hybrids are the best bet. If you want to look at fully electric vehicles anyway, just switch this back to "Yup".
3. Do you need to take regular road trips (~150mi+) with this car?
For road trips in an electric vehicle, you will need to stop at a fast charger along the way. Most electric vehicles support some kind of fast-charging, but you still need to find chargers working and available along your route. This is possible in most electric vehicles, but only Tesla's Supercharger network is widely available nationwide and has reliable quality. You should primarily consider Teslas and plug-in hybrids. If you want to consider other electric vehicles, switch this back to "Nope".
4. How much does price factor in?
Sounds good. That limits your options, but not too much.
There aren't too many electric or plug-in options under $40K yet. The cheapest one and the best value by far is the Chevy Bolt, which also qualifies for the $7,500 federal tax incentive. It's just a little ugly :) The entry level Tesla Model 3 or Model Y would be the next step up.

6. Do you need a particular type of vehicle?
Sounds good. That limits your options, but not too much.
There are only a few electric pickup trucks, and no plug-in hybrid trucks available today. A bunch more electric trucks have been announced, so check out the upcoming car list to learn more.
There's only one plug-in hybrid minivan available, and no fully-electric ones yet.
